How to Manually Modify IOGC NEWVERSION CSV Files

Introduction

Qbyte Metrix can produce an IOGC electronic file for the IOGC Gas Royalty Statement and the IOGC Oil Royalty Statement.

IOGC had proposed changes to the current CSV file back in 2015, and the new format had been made available to software vendors even though IOGC has yet to implement the changes. As a result of this, Qbyte Metrix has created CSV files for both current and new formats (NEWVERSION appended to the end of the filename) since that time. IOGC has a target Go Live date of January 2023 to start accepting the NEWVERSION files for all production dates, including amendments. Files may contain a single production date or multiple production dates depending on how the generation of the statements is submitted.

Note: Customers that do not have Qbyte Metrix version 22.4.0.1 or higher in their production environment will have to modify their generated NEWVERSION files to match formats required by IOGC effective January, 2023.  This page will walk you through possible changes you need to make before submissions will be accepted by IOGC. 

Recommendations

We strongly recommend you use a simple text editor like Notepad to edit your CSV files.  This is because opening CSV files in Excel and saving any changes can alter the file contents as excel makes assumptions on field types based on column contents.  For example, you could lose leading zeroes if all values in the column are numeric.  Unfortunately, many operating systems set the Default Program to open files with a “.csv” extension with Excel.  

Instructions

The following instructions will walk you through the steps to Open your CSV file with Notepad, modify the Product codes (if required) and explicitly modify mandatory Confidential Well information.

1. Navigate to File Repository

  • Enter filter criteria so you can identify the Gas and Oil files you need to submit to IOGC

2.  We need to modify both files to match IOGC Requirements.  We’ll start with the Gas file.  Click on the GASNEWVERSION.csv file

  • That action will download the file to both your browser and your downloads directory.  You’ll see the file at the bottom of your screen. 

  • My windows file associations assume files with a .csv extension should be opened in excel, but we do not want to do that so do not click on the file.

  • Instead, click the up arrow to display options and then choose Show in Folder.

  • This will open up your Windows File Explorer and show all files in your Downloads directory.

3.  Click once to select the file you want to open, and then right mouse click to bring up additional options.

  • From listed options click Open With and then select Notepad

  • This action should now show you an opened file with your data.  The data fields are delimited by commas (comma separated variable). 

  • When editing the gas file, you may need to change your byproduct codes and you will have to change all GAS rows to add explicit Confidential well information. 

  • Let’s start with changing product codes:

  • If you need to change one or all of your by-product codes from spec versions (PRO, BUT, PEN)  to mix versions (PRM, BTM, PMN), we’re going to do need to do a find and replace.

  • We’ll start with an example where we are changing occurrences of PRO (propane spec) to PRM (propane mix).  Note:  These are IOGC Product codes.

  • Click Edit in the top menu of the Notepad screen and when the submenu appears, select Replace (as below) 

  • This will bring up the following screen where you will enter a Find what: PRO and a Replace with: PRM

  • Click the Match Case and Wrap around options as shown below.

  • If you want to do the replacing of PRO with PRM one line at a time, click Replace button which will position to the first occurrence of PRO.  Click Replace if you want to replace PRO with PRM or click Find Next if you do not want to replace that occurrence of PRO with PRM but you want to move to the next occurrence of PRO. 

  • If you want to replace all occurrences of PRO to PRM, click the Replace All button and it will change every occurrence of PRO to PRM.

 

  • Once Replace All has been clicked, the data will now show all occurrences of PRO have been replaced with PRM

  • You can then Save your file or continue editing other products.

  • You would then follow the same process to change BUT to BTM and then change PEN to PMN.

4.  Once you change your product codes to reflect spec or mix codes, we need to change the Confidential Well data on GAS lines only.

  • If your file has a Confidential Well, the last two columns of your GAS line for the confidential well will show a Y followed by a comma and ending with the production hours of the confidential well.  In this case the end of the record shows Y,720.00 (first line shown below)

  • If your well is not a Confidential Well, the last two columns of your file will just contain a comma (second line shown below)

  • The first line (and any other GAS lines for confidential wells) will be reported correctly when submitted to IOGC. 

  • The second line (and any other GAS lines for non-confidential wells) must be changed to add an N (to indicate the well is not confidential) before the last comma and add zeroes after the last comma (zero confidential producing hours as the well is not confidential). 

  • You can just position your cursor to insert the N before the comma and then reposition your cursor after the last comma and insert 0.00.

  • Here’s the full file with GAS lines for all non-confidential wells before and after they were modified (final comma replaced by N,0.00).

5. Once all product changes and confidential well changes have been completed, click File on Notepad top menu and then click Save

6. Now, we need to modify the Oil file to match IOGC Requirements.    Click on the OILNEWVERSION.csv file from within the file repository.

  • That action will download the file to both your browser and your downloads directory.  You’ll see the file at the bottom of your screen. 

  • My windows file associations assume files with a .csv extension should be opened in excel, but we do not want to do that so do not click on the file.

  • Instead, click the up arrow to display options and then choose Show in Folder.

  • This will open up your Windows File Explorer and show all files in your Downloads directory.

7. Click once to select the file you want to open, and then right mouse click to bring up additional options.

  • From listed options click Open With and then select Notepad

  • This action should now show you an opened file with your data.  The data fields are delimited by commas (comma separated variable). 

  • When editing the oil file, you may need to change rows to add explicit Confidential well information. 

  • If your file has a Confidential Well, the last two columns of the corresponding line for the confidential well will show a Y followed by a comma and ending with the production hours of the confidential well.  In this case the end of the record shows Y,720.00 (first line shown below)

  • If your well is not a Confidential Well, the last two columns of your file will just contain a comma (second line shown below)

  • The first line (and any other lines for confidential wells) will be reported correctly when submitted to IOGC.

8. Once all confidential well changes have been completed, click File on Notepad top menu and then click Save.

9. Both OIL and Gas NEWVERSION files can now be submitted to the IOGC using their Electronic File Submission process.
